NOW IS THE TIME TO ACT

What was once unthinkable in a country becomes policy a few months later. What was once only a characteristic of authoritarian regimes is starting to emerge in democratic countries around the world. 

The authoritarian playbook, employed by the Taliban in Afghanistan is also being used in China, Myanmar, the USA, by governments that have learned the same lesson: silence the voices that challenge you, and you can get away with almost anything, with frightening consequences for human rights. 

Amnesty researchers are on the ground – documenting, verifying, publishing evidence, ensuring that what is happening cannot be buried, dismissed or forgotten.  

Those who consider themselves above the law can be defeated with the counter-playbook. In July 2025, the International Criminal Court issued arrest warrants for Taliban leaders for their crimes against humanity in persecuting women and girls. This is the counter-playbook: Document. Pressure. Win.
